This gate asks one question: are those semantics strong enough to close AC010 and let #516 implement the mechanics without another vertical-integration ceremony?
The four conditions discussed with the HDO are implemented in this candidate. Confirm the twelve story outcomes and condition evidence before authorizing merge; the durable platform act remains the gate decision.
The parent Activity asked for a workflow that can receive a request, find the right owner, distinguish in-scope routing from scope-changing absorption, preserve every requested-action leg, and close on durable communication evidence rather than waiting for successor delivery. The package now follows that story end to end.
